The European Court of Human Rights (ECHR) found that Ernest Vardanean had been illegally detained for a year on the left bank of the Dniester. “It is important to me that my arrest, detention and sentencing were declared illegal,” the journalist told Radio Free Europe. ECHR awarded the journalist’s family 40,000 euros in compensation for the unlawful deprivation of liberty.

The working group for improving media legislation gathered on Tuesday, June 13, for its first meeting in order to set agenda priorities, rules of procedure and objectives. Some of its priorities include drafting a national media development strategy, adopting a new Broadcasting Code, getting advice/finalizing the legislation on access to information, and improving the legislation on advertising, among other things.

Four out of the 11 media outlets monitored in April and May 2017 showed bias in their news by expressing support for a particular party, exaggerated facts and distorted the sources’ messages by truncating statements. These are some of the conclusions of the sixth monitoring report “Elements of Propaganda, Information Manipulation and Violation of Journalistic Ethics in the Domestic Media Space” (1 April 2017 – 1 June 2017), launched by the Independent Journalism Center on Thursday, June 22, 2017.

The Association of Independent Press (AIP) presented Wednesday, June 14, the results of the first monitoring report on the implementation of commitments in the media field, undertaken by Moldovan authorities under the Action Plan for the Implementation of the Moldova-European Union Association Agreement and the Government’s Working Program. Experts found that the actions planned for 2014-2016 in the media segment were either realized partially or not realized at all.

Several media NGOs condemned in a joint statement the June 11, 2017 incident when a Publika TV film crew was assaulted by a group of protesters during a demonstration in the Great National Assembly Square. While journalists were filming the event, protesters against the change of the election system chanted “Shame!”, “Publika to trash!’, “Liars!”, and an elderly person hit the camera. The Independent Journalism Centre, Association of Independent Press, Electronic Press Association, “Access-Info” Center, Press Freedom Committee and Journalistic Investigations Center call upon the organizers of the protest to abide by the law and not allow any violation of legitimate rights of journalists during protests.

Media NGOs condemned the manipulative interpretation of facts in Publika TV’s report “AIP Director Petru Macovei justifies aggression of protesters against Publika TV crew”. Media NGOs note that Publika TV, as well as Canal 2, Canal 3 and Prime TV rebroadcasting the news, quoted out of context and interpreted facts subjectively, ignoring the first part of the AIP Director’s statement, where he unequivocally condemned any violence towards journalists, be it physical or verbal. The signatories disapprove of the information manipulation by Publika TV and demand the Press Council to deliver an opinion on this case.

Media NGOs find the attempts of some officials to intimidate media representatives when trying to investigate topics related to corruption, abuse of office and other matters of public interest. On Saturday, June 17, 2017, Jurnal TV aired a report titled “The fortunes of MP Hotineanu” showing the journalist being manhandled and verbally assaulted by Democratic MP and chair of Parliamentary Commission on Media Vladimir Hotineanu. The signatories found these actions incompatible with the office of chair of Parliamentary Commission on Media, hence demanding Vladimir Hotineanu to resign and apologize.

Media NGOs urged law enforcement authorities to promptly investigate the assault and battery of the Jurnal de Chisinau photojournalist by the owner of a store after she photographed a product, and to take all legal measures in relation to the perpetrators. In a statement made public on Thursday, June 22, media NGOs condemned the aggressive behavior of the store representatives and reminded that it is illegal to restrict citizens’ right to verify the quality of goods sold in commercial outlets, and that assault on citizens, including reporters, is a criminal offense.

The reorganization of TV7, which began a few months ago, resulted in the emergence of a new channel: TV8. The application for re-licensing, the general concept and the list of programs of the new TV channel were approved by the Broadcast Coordinating Council on June 13 this year. The broadcast schedule will include several new shows and newscasts in Russian and Romanian. Journalists who previously worked at TV7 channel will work as editors and hosts, along with some new names in domestic television.

Moldova Sport TV was reorganized into the generalist channel Impact TV, after reporting financial difficulties. The new owner is politician Marcel Darie, leader of “Moldova Salvation Front” party and Chair of the National Armwrestling Federation of Moldova. Asked by Media Azi about the editorial policy of Impact TV, the producer Tania Cociu said that the channel will air entertainment and cultural programs as well as political talk shows. Sports shows will remain part of the broadcast schedule.

Mircea Surdu resigned his position as Director of public television Moldova 1. The journalist announced it on Monday, June 26, on his Facebook page. “After these almost five years I will keep doing what I have begun with and what has given me an immense satisfaction: documentaries,” Mircea Surdu wrote. He was elected director of Moldova 1 in December 2012 for a five-year term.

The stations TV Rain, Afilm, RTR Moldova and Radio 7 have been fined with MDL 5,000 each for failure to submit in time their 2016 activity reports. The decision was taken by the Broadcast Coordinating Council (BCC) during its meeting on June 8, 2017. The sanctions were applied according to the new amendments to the Broadcasting Code stipulating increased fines (MDL 5,000 to 10,000) for failure to present, by May 1 each year, annual activity reports and program services retransmission contracts.

The managers of these outlets motivated their requests by a temporary lack of funds for the digital switch-over, despite having won the Multiplex slots tenders.

Although the number of women in senior managerial positions has grown considerably lately, they are still underrepresented. The show's fifth edition focuses on women successfully running business through which local culture and arts are promoted.
