APEL: Implementation of New Salary System at TRM is Troublesome

The experts of the Electronic Press Association (APEL) have pointed out a number of deficiencies in the activity of the Supervisory Board (SB) and administration of the public company “Teleradio-Moldova” (TRM) concerning the application of the new remuneration system. At a press conference presenting a study on this issue, experts said that the implementation of the new remuneration system had been troublesome, with management mistakes and resistance from employees.

According to the new remuneration system, the employees’ salaries should be based on the journalists’ performance, depending on the quality of materials and significance of the covered event. The old system was based on salaries depending on the amount of materials. For that reason, employees were interested in working for additional amounts, and not necessarily for quality, APEL experts say.

Despite the members of the SB organizing meetings on the topic of the new remuneration system, the main target of their decisions was not the implementation of the new system, Project Director Vasile Stati said. “The Supervisory Board of Teleradio-Moldova did not monitor properly the process of reform in this field and did not use its legal prerogatives whenever the situation required warnings or sanctions,” the report concludes.

The experts also came to a finding concerning the company administration. According to the experts, it tolerated violation of the new remuneration system implementation terms, including the terms set for preparing the documents necessary at different stages. At the same time, experts recommended the institution’s managers to exercise a more efficient control over the management process, for the latter to have greater efficiency.
