The Broadcasting Coordinating Council (BCC) has penalized the RTR Moldova television with the maximum fine of MDL 5,400 for failure to comply with the “general concept of broadcasting services” and for failure to subtitle films into the official state language. The channel’s representatives had already been warned for such violations earlier. The BCC has also applied a minimum fine of MDL 1,800 to the REN Moldova television, also for failure to comply with the “general concept of broadcasting services.”
Moreover, the two above-mentioned televisions and other ten monitored by the BCC received public warnings for failure to comply with the legal requirements concerning the placement of advertizing.
Penalties were announced at the BCC meeting on Thursday, 6 February, when the Council also made public the results of the monitoring conducted at several Moldovan televisions on 17–19 December 2013.
Thus, the national television Moldova 1 was publicly warned for the fact that during the Bastina program it aired several reports containing concealed advertizing. The PRIME television also received a warning for several violations related to placement of advertizing. PRIME aired a company’s advertisement twice during an hour of broadcasting, thus exceeding the average frequency set by law. In addition, it aired advertisements of alcoholic beverages suggesting that alcohol consumption increases social or sexual performance.
Public warning was also applied to televisions Canal 3 and 2 PLUS for failure to comply with the legal requirements concerning the placement of advertizing.
The N4 television, also warned, presented a trademark without separating it from other parts of the program with special signals. Furthermore, this television failed to air messages promoting a healthy lifestyle, which are required after advertisements promoting foodstuffs.
Warnings for failure to comply with legal requirements concerning the placement of advertizing have also been issued to Publika TV, TV7, PRO TV Chișinău, A.Film and Acasă în Moldova.
The only monitored television that had no violations related to the placement of advertizing has been Accent TV, which is associated with the Party of Communists of the Republic of Moldova.
