IJC Launches: “Access to Information Without "Barricades” – the First Practical Guide for Public Officers and Journalists

The Independent Journalism Center has launched the first practical guide for public officers and journalists: “Access to information without ‘barricades’.” It has been produced by IJC experts and includes several analyses and recommendations in order to optimize the legal framework concerning access to information, as well as practical advice on how to efficiently collaborate with the representatives of the two camps – journalists and communicators.

Case Studies: Disinformation and Manipulation in Mews on Public Events

Several case studies produced in the period of May to November 2015 by the IJC revealed numerous violations of professional standards by journalists in writing news stories. They either used one source or adjectival language, betraying the authors’ attitude to what they write, or present the truth through the prism of political preferences. As a result, facts were distorted and media consumers were manipulated and misled.

Some politicians and businessmen own properties in mass media

By November 10, 2015, which is the deadline for submission of ownership transparency declarations, the Broadcasting Coordinating Council (BCC) received 88 such declarations, in which real owners of televisions and radios made public their properties in mass media. Some of them are politicians and businessmen.

The broadcasting regulator announced that it would publish the list of owners of Moldovan media structures next week. According to the BCC, 88 declarations were submitted on time, and 32 were delayed.

Mai multe studii de caz, realizate în perioada mai-noiembrie 2015 de către CJI, au scos în evidență numeroase abateri ale jurnaliștilor de la rigorile profesionale de scriere a știrilor. Acestea fie că se bazează pe o singură sursă, fie că utilizează un limbaj adjectivat, trădând atitudinea autorilor despre ceea ce scriu, fie că prezintă realitatea prin prisma simpatiilor politice. În consecință, faptele au fost denaturate, iar consumatorii de media - manipulați și induși în eroare.

The owners/editors of information portals should make bigger efforts to moderate the users’ comments and follow the ethical rules, recommends the Monitoring Report “Assessing the hate speech in the online media”, conducted by the CIJ in 2015. This study reveals that it is not an appropriate solution to totally close the space for comments, because, without the possibility to express their views, users might be discouraged to keep using the portal as a source of information.
