Media Freedom Index, decreasing (period April-June 2014)

Media Freedom Index, measuring the media freedom within the Eastern Partnership countries (EaP), shows that the Moldovan media is partially free. With some progress on specific areas, but also with regression on others, in this quarter the media in Moldova recorded an index of 6 out of 7. Moldova is ranked on the second place (with 1284 points) within the member states of the EaP, Georgia being placed on the first position (with 1409 points).  Compared to the previous monitoring period (January- March 2014), Moldova maintains its second position in the ranking, but records a decrease of the score (from 1340 in Index 4 to 1284 in Index 5).
 
Launched by the IJC, within the frameworks of the project “ENP East Media Freedom Watch”, the Media Freedom Index is a study conducted by 10 independent media experts and produced with the support of the European Union.
 
The lack of transparency of the media ownership, the self-censorship, but also the state monopoly on the distribution of the print media remain the main deficiencies reported by the experts in the period of April – June 2014.
The positive aspects remarked in the study refer to the freedom of speech right, ensured by the legal frame of Republic of Moldova, the rapid development of the Internet and New Media, and the ending of the judge courts practice of applying high compensations in defamation cases.
 
This is the fifth Media Freedom Index from a series of studies carried out quarterly by IJC within the frameworks of the project “ENP East Media Freedom Watch”. Besides Republic of Moldova, the project takes place in Ukraine, Belarus, Georgia, Armenia and Azerbaijan – the other 5 member states of the Eastern Partnership.
