A New Issue of the Biannual Analytical Magazine “Mass Media in Moldova” Was Published

The Independent Journalism Centre (IJC) launched the December 2014 issue of the magazine "Mass Media in Moldova", focusing on the situation in the mass media in the second half of last year.

The issue includes a number of commentaries, interviews, analysis and synthesis pieces, as well as other materials under the customary headings: "The Press and the State", "The Letter of the Law", "Professional Ethics", "Cultural Journalism", "Economic Journalism", "Business Press", "Regional Press", "The Media during Elections", "Observer", "Experiences", and "'Book Review".

The December issue takes stock of two decades of the IJC's work. The anniversary was celebrated at the annual Gala Event of the Press Club.

The magazine covers the main issues on the agenda of the IJC during that period.
Journalist Dorin Scobioala, who has been accredited to Parliament since 1997, covered in his commentary the limitations on the access of media representatives to the Chamber of Parliament and on the current poor working conditions for accredited journalists. The author claims that the issue of media access to the Chamber of Parliament is not a matter of interest to journalists only, but to society as a whole, since such limitations restrict the legitimate access of people to information.

"Media Ownership Transparency and Resilience" is the topic brought to the spotlight by Doina Costin, media law expert. The author reveals a number of subtleties related to the freezing in the first reading of the bill that aims to ensure greater transparency of media ownership. Also, the article specifies some EU practices and recommendations on media ownership transparency.

Ion Preasca, Editor in Chief of the Business News Service, addresses the issues of economic journalism. "What kind of economy do we have – if any – and what is the role of the economic press in a country with no real economy?", the author inquires. In his opinion, the economic media needs professional experts and commentators, who would be able to provide plausible explanations of certain developments. "There is nothing of the kind here. It is only sometimes that experts accept to comment on some matter off the record", concludes Ion Preasca.

The behavior of journalists in election campaigns is the topic of a commentary signed by Ludmila Andronic, Chair of the Press Council. The title of the commentary is "Testing Ethics, or the Press and the Electoral Struggle". According to the author, "elections are a stress both to society and the media. They have a specific logic and rationale, and the temptation to disregard professional ethics is very high". In this context, Ludmila Andronic advises journalists to focus on professional interests, as 'media sustainability also depends on its ability to keep a spotless image during elections while playing an important role in promoting democratic principles and exercising its watchdog function.

The magazine also includes a commentary entitled "The Evolution of Media Perceptions (Moldova, 2010-2014)", signed by IMAS Director Doru Petruti. Based on data from IMAS' surveys, the author concludes that trust in the media is the most constant indicator during 2010-2014. However, taken as a whole, the media in Moldova is more a hope than a reliable source. "A hope that it is the only one that can be on the people's side when political actors get more and more alienated from the real life of the people", commented Doru Petruti.
 
The publication also hosts an interview with Vitalie Ciobanu, editor-in-chief of the Cultural Magazine Contrafort. The interview covers the issues related to cultural media. The magazine also includes an interview with Alina Turcan, editor at the Radio Free Europe Channel, member of the Press Council, former editor of the newspaper "Adevarul" (Moldova). The title of the interview is self-evident: "The Journalists Who Consent to Be Pawns in Political Games just Betray Their Profession".

Other topics covered in this issue are: expert Vasile State published an analysis of the results of the monitoring of the parliamentary elections of 30 November 2014 by three media NGOs – IJC, API and APEL. Ina Prisacaru Zglavuta published an analysis on how the topics of minorities and vulnerable groups of people are covered in the press in Transnistria and Gagauzia, based on the second monitoring report (the first was carried out in 2013). Igor Guzun came up with a recommendation to fellow journalists about a useful publication in their line of work, entitled "Guidelines for Understanding and Reporting Statistics".

The magazine "Mass Media in Moldova" is an IJC product. The latest issue was published in electronic form, in Romanian, Russian and English.
