They published on particip.gov.md a bill on amending and supplementing some laws, such as the Law on the Intelligence and Security Service, the Criminal Code, the Code of Criminal Procedure, the Law on the Medical Profession, the Electronic Communications Law, the Law on Preventing and Combating Cybercrime, the Code of Criminal Offences and the Law on Special Investigations.
The bill also includes provisions aimed at combating child pornography by providing for a range of penalties in the Criminal Code.
Also, the bill provides that Internet service operators (e.g. Starnet, Orange, Moldtelecom, Sun-Communications etc.) will be required to preserve all traffic and user data so that investigators may collect them whenever deemed necessary. At the request of the authorities, they will be also required to block news websites whenever the law enforcement authorities conclude that they promote war, ethnic, racial or religious discrimination, hostility or violence.
If Internet service operators do not comply, the authorities may penalize them and apply fines of up to MDL 10 thousand.
Law enforcement bodies will be entitled to verify all incoming and outgoing SMS or email messages in case of criminal cases. If necessary, communication will be monitored in real time.
Also, investigators will be able to search the servers and seize them without the authorization of a judge. Thus, online media could be wiped out if they become a nuisance to the government.
