The broadcaster’s managers intended to prolong the analog broadcast license for Balti TV, but received a refusal from the Broadcasting Coordinating Council (BCC). According to BTV manager Rodica Deleu, the BCC replied that analog broadcast licenses will no longer be extended due to switchover to digital terrestrial television, which was supposed to end on December 31, 2017. At the same time, it suggested that a solution would be to apply for a cable broadcast license. “In this case, a different procedure is used. Documents are filed as for the ordinary license, but the license is issued without competition, but by decision of the members of the BCC,” Deleu said.
The station’s administration sent the documents required for cable broadcast license on September 11, but the BCC has not yet examined this request.
Media-azi.md contacted the BCC to find out the reasons for this delay. BCC Chairman Dragoş Vicol explained:
“This situation is due to the extensive remodeling process of our institution, especially in terms of assessing the capacities of analysis and expertise of the BCC subdivision leaders, but also in terms of implementation of institutional management policies capable of qualitatively reconfiguring the examination of case files and requests coming to our institution. I assure you that the examination of BTV's request for the prolongation of the broadcast license will not last long and, shortly, we will examine this issue, in accordance with the rules in force.”
Because of the delay, two days before the expiration of the broadcast license (October 19, 2017) BTV informed the BCC that it had paid the license fee required under the law on licensing of entrepreneurial activity. Under the tacit approval procedure provided by this law, the license is considered to have been issued if the licensing authority does not respond to the license applicant within 30 days. As of October 19, BTV airs program services under this law.
