The BC was notified on the violation by its member Corneliu Mihalache, who invoked the lack of dubbing or voiceover for children’s films. The CTC Mega administration informed the BC that during the monitored period it negotiated the purchase of new media content to replace children’s films. “Cartoons for children have been excluded from the broadcast schedule of CTC Mega beginning on May 26, 2021, being replaced with other programs that do not require dubbing or voiceover,” said representatives of the TV station.
The BC monitoring showed that, between May 10 and 15, children’s films were broadcast without the required translation into Romanian. At the same time, it found that the media service provider did not translate the film “Ved’ma” (from Russian, “The Witch”). “Given that they do subtitle and have problems only with dubbing cartoons – the fact that I actually took note of – I propose the minimum penalty, of 10,000 MDL,” said Corneliu Mihalache.
Thus, with a unanimous vote, the BC sanctioned CTC Mega for the repeated violation of the provisions regarding the obligation to translate the films broadcast on the station.
