Press release: Publication of Eastern Partnership Media Freedom Landscape – 2013

Eastern Partnership Media Freedom Landscape, produced on the basis of the Media Freedom Index, reveals that Moldova is partly free, with some progress in legislation, which is not, however, supported by similarly consistent progress in the working conditions of journalists.

With a score of 1271 points in the Media Freedom Index, Moldova ranks second in Eastern Partnership (EaP), at a short distance from Georgia, and is followed by Armenia and Ukraine. Thus, according to the Media Landscape, Moldova, along with Georgia, occupies the leading position in terms of media freedom in EaP.

However, developments in freedom of expression over the past year, measured by the three press freedom indexes, were counterpointed by certain negative phenomena. Moldovan media were often either ignored by officials (who made decisions without consulting the civil society or canceled the adoption of important laws) or were the subject of verbal attacks from politicians and other prominent personalities of the country.

Self-censorship, lack of media ownership transparency and concentration of broadcasting and advertising markets were invariably the main problems highlighted by the publication, which are still present, despite the recommendations of media experts and repeated warnings from the European community.

Produced by the IJC as part of the Monitoring Media Freedom in Eastern Partnership project, Media Landscape is an interim publication that is based on the Media Freedom Index developed quarterly according to the assessments of ten independent media experts. Besides Moldova, the EU-assisted project covers 5 other countries of the EaP: Ukraine, Belarus, Georgia, Armenia and Azerbaijan.
