IJC Report: Journalists Use Manipulation Techniques in the Coverage of Political Topics

 “Media outlets whose owners are members or supporters of political groups continue transmitting tendentious and manipulative content in newscasts.” This is the conclusion of the eighth monitoring report “Elements of Propaganda, Information Manipulation and Violation of Journalistic Ethics in the Domestic Media Space” (August 1 – October 1, 2017), released by the Independent Journalism Center (IJC) on Wednesday, October 18.

Between August 1 and October 1, the IJC monitored 12 Moldovan media outlets in terms of coverage of current socio-political events. The main monitored topics were: declaration of Russian Deputy Prime Minister Dmitri Rogozin persona non grata in Moldova; the dispute between the government and the presidential administration about the participation of Moldovan soldiers in the military exercises in Ukraine; the anti-government protest organized by the opposition on September 17; and pro-presidential manifestations organized by socialists on September 24.

According to expert Viorica Zaharia, who prepared the report, less manipulation techniques were used in monitored newscasts in this period, although some journalists did not give them up. “Journalists use manipulation techniques especially in materials about clashes between the government and the opposition,” she said.

Information manipulation techniques were mostly noticed on NTV Moldova and Accent TV, and to a lesser extent on Publika.md, Prime TV, Canal 2 and Noi.md.

In view of the above, the IJC recommends the Broadcasting Coordinating Council to take note of this situation and to initiate monitoring of the TV stations whose content has been reported as a source of manipulative information. At the same time, TV editors are recommended to supervise the editorial content so it meets quality standards, and reporters are recommended to report about facts neutrally, fully and without taking a stand in favor of politicians.
