According to the researcher Victor Gotisan, some of the monitored media outlets failed to cover subjects of public interest proving this way ‘partisanship and sympathy for certain parties or politicians’. The most used manipulation techniques by the media are the omission and blurring.
Manipulation through video and audio materials is another method that has become increasingly popular between October and December 2018 and has been used by several TV channels. Generalisations and selective presentation of facts were still present as well. Similarly, the report found that most media outlets continued to mix facts with opinions, did not grant the right to reply, presented the facts selectively and used generalisations and labels.
IJC recommends the Broadcasting Council to take action in the case of TV channels the content of which is reported as a source of manipulative or false information. The editors of TV channels are recommended to monitor the editorial content, which must be in line with the mission of the media – to inform the public. At the same time, reporters are urged to report from the field all relevant facts in an equidistant manner and to check the information.
IJC will continue to monitor the national media outlets selected on the basis of audience, language, coverage and type of ownership criteria.
