BCC Issues Public Warning to TV7 for Broadcasting Russian Documentary about Transnistria

The Broadcasting Coordinating Council (BCC) has issued a public warning to the TV7 television outlet after the members of the Council took notice about the broadcasting of the documentary titled Transnistria: Russian Outpost [Russian: Приднестровье: русский форпост], initially broadcast by the Russian television NTV.

Thus, according to the BCC monitoring report, it has been found that the nature of the retransmitted material is that of propaganda and manipulation aimed at denigrating the image of Moldova. The information in the documentary was presented unilaterally and cast a negative light on Moldova, says the report. At the same time, according to the BCC, the TV7 outlet violated the provisions of the Broadcasting Code concerning consumers’ rights, since broadcasters have the obligation to ensure the objectivity of information and encourage free formation of opinions.

“It is a crass form of manipulation and lying. The problem is not in the fact that a point of view was shown. Yes, a different point of view and free press must exist in a democratic society. But lies should not be promoted. […] It is a film that attempts on the territorial integrity of Moldova,” the BCC chairman Marian Pocaznoi said.

In her turn, the TV7 director Natalia Davidovici claimed that the documentary in question is a product of a foreign country’s television, and her outlet is only responsible for local content. At the same time, Davidovici added that TV7 administration has been holding negotiations for organizing debates with the participation of the documentary’s author and members of the BCC.

The BCC took notice regarding the film Transnistria: Russian Outpost on Monday, 23 December. The NTV film was retransmitted by TV7 the previous day, at a top audience hour, and it is not the first of its kind that has been broadcast by Russian mass media since Moldova and Georgia signed the EU Association Agreement in late November.
