The BC Sanctions CTC Mega for Failing to Translate Cartoons into Romanian

The Broadcasting Council (BC) sanctioned CTC Mega (STS Mega) TV channel with 5 000 lei for the lack of Romanian dubbing in films for children. The fine was applied following the petitions from the attorney Alina Palii.

In addition to the CTC Mega TV channel, the attorney Alina Palii, who announced that she was acting as a defender of Bravo TV channel in connection with drafting a lawsuit, also requested to monitor such channels as Primul in Moldova and Canal 3 for the same issues. The petitioner claims that the two stations did not translate films either, and the Board is supposed to respect the principle of objectivity and impartiality.

Subsequently, Alina Palii filed another petition regarding CTC Mega, for a different term than in the first petition but for the same issue.

CTC Mega representatives informed the Board that, starting with January 1, 2021, they had contracts with CTC Kids for broadcasting the respective content, but they did not manage to post-synch the films due to the pandemic. CTC Mega acknowledges that it admitted the breach. According to the channel, the presence of actors in the studio is necessary for providing translation for films, and it is difficult to organize in the current pandemic conditions.

All the three TV channels referred to lack of recordings of the programs in question for the term mentioned in the first petition; therefore, the Board found it could not monitor the broadcasting content of the three TV channels for the requested term, but monitored CTC Mega in the context of the petition by Alina Palii referring only to that TV channel.

Following the monitoring, the Council confirmed the breaches reported in the case of CTC Mega, mentioning that the channel had broadcast a single cartoon with Romanian subtitles. At the same time, the members of the BC specified that the media service providers had to dub or provide a voiceover for children’s films in Romanian instead of subtitling them.

Therefore, the channel was sanctioned with 5 000 lei because it is not the first similar breach.
