The BCC begins monitoring Russian TV channels rebroadcast in Moldova

The Broadcasting Coordinating Council (BCC) has decided to monitor channels Prime TV, TV7, RTR Moldova, Ren TV Moldova and Rossia 24, which rebroadcast programs produced in Russia, under the aspect of compliance with Moldovan laws on broadcasting. The monitoring will cover newscasts and programs of political debates broadcast between 10 and 24 April this year. The decision was made at the meeting on Thursday, 17 April, following the notification of Ana Gutu, MP, who asked to stop the propaganda of Russian televisions in Moldova.
 
Member of the Liberal Reformatory Party Ana Gutu sent a letter to the BCC, asking that the Council demand distributors of radio and TV channels to replace the newscasts and political debates produced in Russia and rebroadcast in Moldova with other programs, which would include European, national and local news, cultural and educational programs or entertainment.
 
In its turn, the BCC asked the civil society and foreign partners to share their opinions regarding the request of Ana Gutu.
 
The Association of Independent Press and the Independent Journalism Center (media NGOs) shared their opinion on this issue. The two organizations recommended the BCC to monitor the programs of the outlets that rebroadcast foreign programs in Moldova and to take the necessary measures if the content of these programs does not comply with the national legislation on proper information of the public.
 
In this context, the president of the BCC expressed his concern with the limited capacities of the institution he represents in terms of applying penalties. Marian Pocaznoi mentioned the need to improve the legal framework so as to be able to deal with the risks related to the protection of the country’s information space.
 
It should be noted that OSCE representatives recommended the BCC to refrain from the intentions of blocking any channels so as not to hinder the expression of alternative views.
 
Considering the opinions expressed, the BCC decided to monitor foreign informative and analytical programs rebroadcast by Prime TV, TV7, RTR Moldova, Ren TV Moldova and Rossia 24. The monitoring will be conducted between 10 and 24 April, except for Rossia 24, rebroadcast by cable, which will be monitored beginning on 17 April.
 
Monitoring results will be made public and presented to the civil society, sociologists and psychologists, so that anyone can share their opinions about the report.
