The Romanian public channel TVR-1 is ready to restart broadcasting in the Republic of Moldova, having prepared special programs for its December 1st comeback. According to a bilateral agreement signed in September by Moldovan and Romanian authorities, cable operators will commit to broadcasting the channel until Moldova transitions to digital television and TVR-1 will get a national frequency.
The CEO of the Romanian Public Broadcaster, Claudiu Saftoiu, said the channel would be broadcast in Moldova via a special feed, with programs about the realities of Moldova. “In this sense, we are planning to fill in 30% of the feed with local programs very soon. Also, we are going to start a cooperation with the Public Broadcaster Moldova 1,” Saftoiu said.
Last week, the chairman of the Broadcasting Coordinating Council (BCC) - Marian Pocaznoi told Jurnal.md, that according to the above-mentioned agreement, TVR- 1 would be able to restart broadcasting within 30 days from the request of the Romanian authorities to the BCC.
“We haven’t received such a request yet. TVR- 1 is to appear within cable mode in a pilot multiplex, which has already been operating in the municipality of Chisinau, and starting from the year 2015 it will have a spot in the first digital multiplex with national coverage. Currently, there are no free frequencies in the analogue mode in the Republic of Moldova," Pocaznoi explained.
In 2007, BCC decided to cease broadcasting of TVR1 in Moldova due to the alleged channel’s debt to the state company Radiosomunicatii for its broadcasting license. TVR1 challenged the BCC decision in court. Despite this, the regulatory authority has issued a license for the frequency, which TVR1 had been using before, to another TV channel (2 PLUS), forcing the latter to broadcast 70% of TVR1 programs in Moldova.
A year later TVR1 appealed to the European Court of Human Rights, but in 2010 Romania suspended the lawsuit hoping to achieve a consensus bilateral decision.
On September 12th, 2003, after a long process of negotiation, an bilateral agreement on the comeback of TVR 1 in Moldova was signed.
